Democrats took administration of Congress in Jan of 07. Ten months later the marketplace become at an all time intense. Is that what they inherited? A growing marketplace? if that is the case, what surpassed off to take the marketplace from 14K to 7K? The President wouldn't have that variety of administration of the marketplace. And neither does Congress.
