Not sure if you are asking "can it" or "It does".
If you mean it does it maybe be caused by a program running in the back ground. If it started just after you installed a new software that maybe the source. It could also be a Dialler installed from a malware program without your knowledge. Run an anti spy ware program to check it out. Also update your anti-virus and run it. If you don't have one (shame on you) then use an on line scan like at symantec.com or pcpitstop.com.

yes, so? My internet connects by itself, too. Sometimes if I go far away from my house with my computer and the internet no longer works (my wireless internet doesn't go that far!), but when I come back home, the internet automatically reconnects itself. My internet password is saved on myself computer. Perhaps that's why.
That's good, though! It would be weird if you'd have to "fix" your internet each time it went down. It's good that it connects by itself, so I don't really understand your question...

I mostly use Macs, though. I have two macs and a PC but never use the PC, so I can't help you...

I think you must look in the configuration of your modem or connection. May be you have the option "connect when windows start", or something like that. With that little information is not easy to tell you what to do. Do you hable cable, or MODEM, or what...there is a particular configuration for each one..
