he doesnt ever have time to take me to the college to sign for my classes and school starts the 21 he is really wraped in his own life right now and I feel like all he does is complain and do stuff for his self what could I say to him to let him know how I feel?

Tell him just what you told us. Be careful not to accuse him of anything. Just state the facts and questions you have. He could be controlling you. Don't let anyone hold you back from having a future.

Men are very results oriented, so come up with a solution for the problem and then bring that to him. You might tell him that you "need" to go to college so you have found the cost of traveling back and forth via cab is "x" amount of dollars and that will now need to be worked into the budget. If he doesn't think you can afford it then ask him what options he can think of. Try not to get emotional about it but approach it from a practicality standpoint.

Sounds to me like hes a control freak. He wont let you go get your license and sign up for college classes. Sounds like hes trying to hold you back.
You need to confront him with these things.
If he dosnet care enough about you to let you better yourself then you need to get out of that situation.
