Varsity football is for juniors and seniors (Grade 11-12) and junior varsity football is for freshmen and sophomores (Grade 9-10). Some freshmen and sophomores if they are good, make it to the varsity.

There's usually no specific grade for Varsity and Junior Varisty football. It really depends on the size of the school. The best players will be on the varsity regardless, or at least they should be whether they're freshman or seniors.
BIG schools often have a freshman team, a junior varsity and a varsity, with the JV being mostly made up of sophomores and juniors not quite ready to contribute on varsity. You'll see the occassional senior of the JV, but not very often. Good freshman that aren't ready for the varsity may play JV as well. It really depends on the size of the school and the caliber of the player.

JV is the first 2 years of highschool and varsity is the last 2. Players in the first 2 years can usually play (if good enough) for the JV and varsity team. Varsity players or players in their last 2 years of highschool can only play on the varsity team.

At my high school we had a team just for freshmen.
The varsity team was for the best players--not really mattering what grade you are. Some teams can have freshmen on them--not in our league because we had a special team just for frehsmen. JV was for the kids who weren't good enough to be varsity--and there were seniors on the JV team during my time in high school.

streak_tlu is right. The only limitations on levels is playing down. But any one can play up. If a Freshman was good enough he could play with the varsity squad. it's not normal but it happens. Cedric Benson of the Bears did it HS. probably many others.
can't believe me and someone from school are answering the same question, seeing as i went to tlu with streak_tlu.
