Different women can handle different amounts of direct contact with their clitoris, and many women experience pain and/or hypersensitivity from direct contact. It's not normal for any other part of the anatomy down there.

I've never had any oral sex, but I have had hypersensitivity while masterbating, just when i touch my clit. The hypersensitivity is rare though.
