At the federal level, it's split into two chambers: The House of Representatives (elected based on population) and the Senate (equal representation for all states).

Why? Because that's how the Constitution (see Article I) defines it.

State legislatures are generally defined in their own state constitutions, and may be organized differently than the federal system.

Most of the Legislation is done by the lobbyists now days members only do vote or debate the point of view of the lobby.
