One of the definition of a frontier is a boundary or the area immediately inside the boundary. The idea that a boundary is shifting can be applied to different areas.

A shifting frontier of science would be referring to the fact that science is always changing and growing, and always with new areas.

In wartime, a shifting frontier would be an international border which is constantly being renegotiated.

In referring to space, it would be referring to whatever aspect of settlement or exploration is current.

A shifting frontier is one that moves. For example, the Allegheny Mountains served as a frontier for the Colonies in America for many years. Then with expansion, the frontier began to move west to St. Louis and then slowly to the West Coast.
