What do you mean by "insulating" knob and tube wiring. The wires were insulated already when they were installed. If the insulation has been damaged, you should have the wiring replaced by a modern wiring method. If you are referring to thermal insulation, that is illegal around knob and tube wiring, and could be the reason for the wiring insulation to be damaged. Knob and tube needs to be in open air in your walls to dissipate heat.

Knob and Tube is not "banned" and existing installations that have not been abused are fine and will continue to work. The main disadvantage is no equipment grounding conductor. Electromagnetic radiation could be a problem if you buy into the health affects. But that can be an issue with modern methods also if the wiring isn't done to minimize it.

That stuff is illegal every place I know of, I thought NY would have banned it too.
