Yes, impossible scenario. If he doesn't do anything to make the wish come true then his making his wish come true becuase he's not doing anything to make it come true.

you are confused. Forget about wishes that you don't want to come true. Wish wishes that you DO want to come true. The first step toward any dream or better life happening is imagining it. If you can dream it and see how it might happen, then its possible. If you can't , then it isn't.

This person is just happy with the way that thigs are before the original wish. It is like a double negative, "I ain't got no money". This means that I do have money. "I wish my wish to go broke doesn't come true". This means I like not being broke.
