Solid lipstick and lip balm are okay, but lip gloss and GELS are prohibited. All gels and gel-like substances (including food) are not permitted. You can't bring mascara aboard with you either. The best place for all carry-on guidelines is from the Transportation Security Administration.

Be advised that uninformed or partially informed TSA personnel can and will enforce the rules as they understand them.
For example, last week, they were confiscating all medicine that didn't have a prescription label, not just liquid medicine, but pills, too, at O'Hare. They were also telling passengers that they couldn't put their medication in their medications in check luggage because it would be detected by x-rays, the luggage would be opened, and the medication discarded.
We were there, we surrendered my prescription drugs rather than walk to our destination.

Yes. you can. It is not a dangerous item. If you can bring makeup in your carry on then you can bring lip balm.
