If he's harassing you, which if he tells you to go back to your country, I'd say he is....
Document EVERYTHING. Write it down. What was said, how it came about, date, time, year....EVERYTHING.
If you could, maybe even tape him saying things.
Then call the police and present them with everything you've got.

If you are Latino and legally in this country, as you indicate, then you are paying one of the many prices of the invasion into this country over the Southern border. It is normal and to be expected that Americans, including Mexican-Americans, have ever increasing disgust with Mexican/Latino Nationals destroying our economy (schools, health care, social services, housing, etc.) and culture - America is Eurocentric, not multi cultural. Racism is the wrong word. I am ancesturally Norwegian. Mexicans and Norwegians are both Caucasoid. The word, "racism" is thrown about by Activists because they know that white Americans are so PC indoctrinated that they shrink when accused of being the R word. That old, tired word has no meaning anymore. Blame the Activists and 98% of America's elected officials beginning first, with George W. Bush for the destruction of this country by a third world foreign nation. Nero fiddled while Rome burned. All great nations eventually disappear and America is on the precipice. Multi-culturalism cannot be sustained in a sovereign nation and it will not in America. One or the other must go. Take a stand for Gods sake!!

Just keep to yourselves and try your best to ignore them. I know it's easier said than done but there's really not much else you can do, besides move.
I really feel for you. We lived beside people who just didn't like us once and that was hard enough. :( I can't imagine what you are dealing with.
