Sorry, but this is a legit question guys. I actually did go somewhere without toilet paper. Is it common? No. But could you run into a place without toilet paper? Yep. But the rule of thumb is that if they have Western style toilets, they'll have toilet paper. Basically, any restaurant or store. But in more public places like maybe at shrines where the bathrooms are more outdoorsy, you're going to be at a loss.

So to answer your question, people in Japan bring around pocket tissue. Simple as that. Many carry around a personal handkerchief for blowing their nose, but not for toilet paper. So again, it's not common at all. But it could happen. My guess is that many of the people speaking from Japan stay in one spot and don't really come across these types of places (Jet program, or inner-city programs are very common for English people living in Japan, and no offense to the fact that you're in one spot in Japan). They do exist. Being prepared never hurts.

What are you talking about?????!!

Of COURSE people here use toilet paper!!! I buy great big value packages of the stuff, and it comes in all quantities, and all qualities, just like wherever the hell YOU come from!!

Obviously once-upon-a-time people here didn't use it, same as everywhere else!! Your ancestors probably used leaves...!!!

Maybe you're thinking of the fancy 'bum-washing' toilets that some places have? But I think people still use loo roll...! There's normally loo-rolls in the holders anyway! Sometimes public loos run out, they do in ALL countries! Some train lines are well-known for letting the paper run out in their loos and not re-filling them often enough - same as some places in all other countries! The out-of-the-way toilets that someone mentioned, they rarely get used, rarely get cleaned, and it's not viable to put loo roll in there where it might get infested with insects or go mouldy..! If there's a bad storm or a typhoon, the paper could get soaking wet - would YOU use it after it had dried??

Whenever I use a 'Japanese style toilet' there's normally loo-roll - again, sometimes it runs out, but not often! (If I had a pound for every public toilet in the UK where I'd had to 'use my own tissues' I'd be a rich woman..!??! Well, better off than I am now anyway..!!
; )

Or maybe your 'informant' is slightly behind the times? There WAS a shortage of toilet paper - in the mid-70's!!! It was because of an oil shortage, and a rumour started on the outskirts of Northern Osaka about how oil prices would shoot up, and because of that (for some strange reason) toilet paper would be in short supply ... SO ... everyone rushed out to buy loo rolls! Next thing you knew, there were NO loo rolls in the shops - so desperate people ended up filching the loo rolls from the loos at the train stations ... so the train stations stopped supplying loo rolls - and didn't start again for MANY years afterwards...!

A similar rumour was then started about ramen individual serving packets - they had previously been selling for 20 yen a packet, but after they'd all sold out - because of the rumour - they were re-stocked at a retail price of 120 yen a packet!!! I suspect that the rumour about ramen was started by one of the leading ramen manufacturers of the day...! They DID lower the price a bit afterwards, but not as much as they SHOULD have done..!

Yes some people in Japan perfer to use "Washlet" at home, however, generally, traditionally, people use roll papers. I guess the prices of toilet paper rolls in Japan are much cheaper than the ones in your country.

We have what we call "pocket tissue" with us when we go out.

Take a look at the picture below. The upper one is what we call "box tissue (paper)" or simply "tissue (paper)". And the lower ones are "pocket tissue".
