There is nothing formally identified as Newton's Fourth Law, but certainly his law of gravitation (F=GMm/r^2) ranks up there with the three in importance.

There was; but he did not dare share it with us.It was hard enough to validate the three laws. He may have know What Einstein had discovered but it was too much for the scientist in those days to Understand.
So Newton being a Clever Genious ,he KEPT IT SIMPLE.
Even so his laws are still being prefered by the astronots of which were moon bound a few years ago.

He only had three laws of motion, but he also came up with the law of universal gravitation. Perhaps that's what you're referring to.
