I recently found a set of stacking bowls in primary colors. The condition is not too bad but is there a way to refresh the paint with a polish or wax and still keep the bowls from being toxic?

My question would be why would you want to? The whole joy of owning *vintage* is that it looks vintage. Revel in it!! Just keep it good and clean.

You could try touching the designs up with glass enamel. Check at the local craft store for a wash- and heat- resistant paint, like Pebeo Vitrea. It bakes on to the glass (which is what Pyrex is).
