The best you can do without paying more is to simply make sure you keep your computer clean. Make sure you have an anti virus running and some kind of adware/spyware removal tool. Delete stuff you don't use. Uninstall programs you don't use. Apart from that, there's really not a good way to increase the speed. It's primarily dependent on what you have coming to your house which is a slooooow modem.
