Do they get throw out? Do they go to retail stores? If yes such as what?

I used to work at a high traffic retail store. When we would clearance things out, we would sit on them until we couldnt move them off the shelf even with price reduction down to 10 cents. (Basically anything left over after that much of a discount is rare.) But if anything still remained, it would be shipped back to corporate and then they would redistribute to places like TJ Max or Marshalls, I believe. Also, becareful if you purchase a lot from these stores because when you return merchandise to a store, sometimes if the condition is still acceptable, they will be resold to these discount stores. A lot of clothing from department stores or other retail stores that get rips or just aren't sold are then sold cheaply to discount stores like Gabriel brother's. I think Goodwill also buys some new clothing and marks it as "buyout", thus costing more. I don't know what happens if it doesn't sell from those places.

They either are marked down in an effort to get rid of them or they are actioned off if there is pallets left to wholesalers.

An example is Lands End holds a clearance event every year where they cut prices dramatically and let people buy their clothing cheaply.

I use to work for a card company and they would have us pack up things not sold or destroy the items. Also, when I worked for a store they had us slash the shoes or destroy patterns.
I always hated this because so many underpriveledge people could have benefited from the shoes and the patterns and card company items could have gone to charity.

I imagine they go to close-out stores, like Big Lots or Bealls outlet. They would probably give them to charities, but too many people try to return them for money.

from walmart or other big stores - they just send them to K mart and the like. Or they change the packaging to say "Made in America" and send them back to China for sale

They got sold to closout type store like Big Lots, and here in Ohio, Marc's.
