Forwarding and POP are premium services, unless you have ATT-Yahoo DSL service which include these services. So Google needs POP3 access to fetch the email off the Yahoo mail servers.

Well, you will need to manually forward Yahoo! messages to Gmail. Unfortunately, Yahoo! cancelled free access to its POP3 service, which means no automatic forwarding e-mails from your Yahoo! Mail to any other e-mail service.
To manually forward an e-mail from Yahoo!, open the message you are interested in forwarding. Click [Forward] and a new window will appear. In the To: field, enter in the e-mail address you want to forward the message to. Click [Send]
