Historically, since the end of the War, a number of Jews of European ancestry have qualified under that article, as well as ethnic Germans who were born in Eastern Europe and the USSR.
If you're American, you might seek a job first with the US military or a non-appropriated fund, because that avoids German immigration rules.
If you're Turkish, special rules apply, because there's an EEC (EU) Cooperation Agreement with Turkey and a decision of the Cooperation Council (No. 1/80).
Otherwise, you will need to find an employer, qualify as being able to do a job for which no EU/EEA/Swiss national is available, etc., and get a work permit.
