Yes, in most cases it is safe and effective. I usually buy things that I know about. Clothing and shoes are difficult to buy without trying, but if you know the brand and size often it is cheaper on line.
Most regular stores have online version. eBay is great if you know what you are doing. Amazon for books, etc.

I love it. There are some downsides, but if you find free shipping or a discount, it is much better than going into the stores. It is easy, you can be relaxed, don't have to leave the house, fight traffic, pay for gas, look for parking, deal with other shoppers...

You can sit back and take as much time to make your decision as you want. You can go from store to store without moving! You can look for the best price easily.
I have never had any problems. It is pretty safe and secure.

The only drawback is not being able to see the actual item. Some purchases would be better in the store, so you can try them on, feel them, etc. But many can be safely and easily and conveniently be done online!

Happy shopping!

I have bought most of my things online, in fact I can't remember a time that stuff wasn't bought online!
i buy everything, from my weekly shop (i don't drive so it;s easier - asda.co.uk) to about half an hour ago when i booked my holiday (thomsonholidays.com) I use the Virgin site to buy my Cd's and book my rail tickets.
Ebay is another great site, I bought my foo Fighters and Green Day tickets there.
As for safe, I have never had any trouble with it. Nor do I know anyone that has had problems...
The only thing i would warn you about is that it's highly addictive!!

I do all of the time. It's so easy! And if it isn't anything you have to try on... then why not? Often, I order stuff that stores have ran out of. But there are a few businesses that are only online. One of my favorites is www.breezybeachwear.com. They sell fun beach jewelry, apparel items, silk flower hair clips and more. I've shopped with them many times and their checkout program is excellent and safe.
I also like to order online from spehora at www.sephora.com

Happy shopping!
