it really depends: if the question is how do you cut the fabric from a pattern, that depends completely on what type of fabric and pant... if the question is how to make / drape a pattern, that is not something that can be explained without showing you - this is a very complex process and also depends on what type / style of pant you want to make and whether it is knit or woven...

you best bet is to get a book on this or go to a class, here are a couple links that might be helpful:

All fabrics must be cut on salvage else they'll bag and won't fit at at.
