I don't think he should be compelled to give a speech, firstly because he was on holiday and everyone has to have time off from their job whatever it is.
But I do believe that the leader of the country should have given a speech, so my second point is that Tony Blair shouldn't have given a speech because John Prescott was in charge...so he (John Prescott) should have given a statement instead.

Perhaps he should have taken a hard earned break from his holiday and returned to the UK to resign and hand over the 'reigns'?
A worthy leader would have made some effort to stop the carnage in the middle east.

No. I just thank God for small mercies!!! He is the only person I know whose speeches make listening redundant. The situation was under control. Did we really need him to tell us that?
