The verb AM PLAYING is in the present progressive form or tense of the verb. It means the act of playing is ongoing at present and in the moment of writing. The verb HAVE BEEN PLAYING on the other hand is in the present perfect (have form of the verb) progressive tense which means the act of playing began in the past , is still continuing in the present and may still continue in the future.

In the case of "i am playing soccer", the person making the statement is playing soccer at the time he is making the statement. In the case of "I have been playing soccer" the person making the statement is no longer playing soccer at the time he is making the statement. The first refers to a present or current event, the second refers to a past or recently completed event.

"I am playing soccer." is in the present tense. It means that you are actively, in that moment, playing soccer.

"I have been playing soccer." is something you'd say after the fact, in reference to your past activity. Although it refers to an event in the past, I don't think that this could properly be called "past-tense", as that'd be something more like "I played soccer."

Good look with your studies! English is a challenging language, even for it's native speakers. : )

By saying "I am playing soccer" you mean that you are currently, at the present, playing soccer. By saying "I have been playing soccer" you mean that you aren't not currently, at the present, playing soccer, but you have played it before in the past.
