No, but I stepped in a poodle the other day.
Sorry if anyone already said that, I haven't read the other answers.
My English teacher in school explained where this phrase came from, it was during (I think) medieval times when if it rained, all the cats and dogs would seek shelter under the porches and windowsills, so if anyone stepped outside, they would see a mass of animals and because it was the rain that drew them there, it was said that they came down in the rain.
Thank you for finally giving me the opportunity to use that bit of useless information.

Not cats and dogs but can you believe I´ve seen it rain tadpols?
This is totally true...there´s a cientific explanation (too long to type) but it can rain frogs!!!!

No, but it has rained fish before!
There was a hurricane that picked up fish from the Gulf & when it hit land the fish were falling. It looked as if it was raining fish. Weird isn't it? !!!
