Well, first off both Syria and Iran have admitted that they supplied Hezbollah.
Secondly: Lebanon had plenty of perfectly good roads before the most recent war with Israel.
Thirdly: You don't necessarily need a road to drive a truck. After all, many trucks work perfectly fine off-road, especially military transport trucks.

Apparently when a rocket is shot into Israel the experts can tell where it was manufactured. For all I know they trekked them into Lebanon with camels or mules.
