Draw the design out on paper first, so you know what you want to do. You can learn basic code from any simple HTML book, and start from there. Just lookup what you want to do (i.e. create links, change headers, change font sizes, etc. A good beginners HTML book will have plenty of examples (and pictures) where you can try to do the code, see hoe it looks and what it does, and then compare that to what the book looks like.
Once you understand the basics, you can "steal" code from other websites. . Right click on a page you like and choose "view source". This will show you the code. If you understand the basics, you can sort through this code to find code you like and use that code in your own page.
