Remember that "crime" is a legal rather than moral term, and that such agencies are in essence created to act "above" the law. Therefore, the answer is that they wouldn't likely face any criminal liability. If one believes in Hell, however....

Defamation, possibly perverting the course of justice if there's a court case involved. They do it regularly, especially to whistleblowers. Nothings ever done to them.
What was that blokes name that had to run to France? Can't remember, they said he was a paedo. Stephen Tomkinson, something like that. He tried to expose corruption or something.
Then there was the Brazilian plumber shot in that train, they said he was defiantly a terrorist; and then the police agreed and said he was running away...

I don't believe they would be found guilty of anything in the criminal sense. If you can show that they knowingly ignored, avoided, or mischaracterised the truth then they might be liable.Good luck ever getting access to that kind of proof......LOL

Wern't they just doing their jobs? Unfortunately doing what they were supposed to do. Like an annoying dog that always barks whenever a stranger knocks on the door, it just does its job.
