You cannot add what one person HAS to what someone else has PAID and come up with any kind of a meaningful number, you have to subtract. Each man has paid $9.
The bellhop has $2.
Men paid: $9 x 3 = $27
$27 - $2 = $25 (that the hotel clerk has)
To look at it from the standpoint of the original $30. Each man has $1.
The bellhop has $2.
The hotel clerk has $25.
$1+$1+$1+$2+25 = $30

The actual bill was for $25.
They paid $30.
- - - > The difference was for $5.
- - - > The bellhop returned $3; kept $2
$25 + $3 = $28 + $2 = 30.

The problem here is that you shouldn't count the $2 apart from the $27... it's actually a part of the $27 (that $27 that they paid is composed of the $25 which was the fair price they paid for the room and then the $2 which the asshole bellhop kept for himself). The remaining 3 dollars wound up going nowhere because it was paid to the clerk then given back to the guys.

The men paid $10 each and got $1 back. So they now paid $27 not $30 (9x3 = 27).
The room cost $25 and the bellhop kept $2. 25 + 2 = 27.

The math isn't correct. Each man doesn't pay $9, it would be $8.33. Therefore, the front desk has $25, each man has $1, so that's $3, and the bellhop has $2. $25+$3+$2=$30.

The trick is in how the question is worded. No dollar went missing.
10 + 10 + 10 = 30
9 + 9 + 9 = 27
(10-1) + (10-1) + (10-1) = 27
there are the three dollars given back
the other two...
