I'm guessing it's different from state to state, but in general who can legally "marry" a couple (not talking about gays, just regular marriage in general)? Judge? Pastor? Etc? What qualifications or credentials does the individual have to have?

The individual has to be licensed to marry in that state. I would look up your state's webpage and get the information directly from there. I believe that people like judges and pastors are the ones to perform the ceremony but you should always check their licenses.
