Not in general. I find most of the Ontario Provincial Police to be reasonable and fair. I haven't had a lot of dealings with the RCMP (Royal Canadian Mounted Police) but the little exposure I've had I believe the same to be true.
However, when it comes to 'city cops' I find the exact opposite to be true. I have found that many city cops have over-sized egos and possibly have borderline cases delusions of grandeur-they think they are the law and not that they are to provide a service of enforcing the law and letting the courts 'be' the law.
As a retired chaplain who dealt with folks from all walks of life including the homeless and have been frequently called to assist victims of crime and their families, I have seen a number of cases where excessive force has been used but to the best of my recollection I have yet to deal with a credible accusation against the RCMP, only 1 with some merit against an OPP officer but for the city cops I've lost count (at best guess averaging no less than 10 per year I was a chaplain).

If you are referring to the Ontario Provincial Police, I guess so. The last one who pulled me over was nice enough. One of their officers, Lyndon Slewridge sings the "O Canada" for the Ottawa Senators and seems like a good guy. Just wish they'd replace those awful looking hats.
