He ran a smear campaign and scared people into voting for him. Simple as that.

Oh, A shout out to Idaho for getting my absentee ballot to me in April of 2001. I'm still waiting for my absentee ballot for 04.

He was voted in to office by a greater percentage by of American votors. Why? Maybe they saw him as the lesser of two evils. Maybe they believed in him.
