There are many Ideas but the most logical is that they are just super advanced devices dedicated for spy in different countries try to see the past where they have been most visited maybe in soviet union china or maybe countries that should be spied by US government or sth else

We desired to see life from other locations in space and VOILA! We have all the UFO's we want.
