HR won't help you, although it's worthwhile to contact someone there and simply say, "I'm following up on an application that I submitted. What can I do today to help you with this process? Is there some additional information I can provide, someone I should speak to, or something similar?"

Then, call the manager you worked for as an intern and let him or her know that you applied for the position and really want it. That's the person who will make the hiring decision; that's the person you must influence.

The job of HR is generally speaking to prevent you from getting to the hiring manager, and to stop all progress. You have to deal with them, but you're better off finding ways around them and doing everything you can to get to the hiring manager.
