I would have to say yes to that--in Texas, they have what is called a "Texas pass", where slower drivers just move over into the huge road-side shoulder and let faster drivers pass. Pretty much everybody does that down there, but not every state has that kind of space to play with. Texas--it's like a whole other country!

if there's only one lane in your direction, and it's unsafe or illegal to pass, and they're going less than the speed limit, yes, they should pull over.
If it's just that you want to go a lot faster than the speed limit, that's your issue, and no, they don't really need to pull over.
In California, you are required to pull over if there are five or more cars backed up behind you, but hardly anyone ever does.

There will always be someone who wants to drive faster than you. I use to pull over til I puntured a tire when pulled near the gutter & picked up a nail. It wasn't worth it.
