It certainly snows in high latitudes and high mountains year round, but if you mean in habitable places, yes. In 1815, after the eruption of Tambora, the earth's climate cooled and caused 'the year without a summer', 1816. This cause widespread climate patterns to change for a while and unusually cool temperatures.

Are you stunned or something. It does not snow in July in Toronto. This question must have been asked by an, well I wont go there. We also eat turkey at Thanksgiving, go firgure.

In the mountains of Colorado about ten years ago, I got caught in a white-out blizzard at the end of July, I was wearing shorts and a tank top, but out there, you Always have a blanket, jacket and a shovel, just in case!

Sandia Peak, NM. At the Radio Towers not the village. Approx Elev 11,000 ft, Elevation approx 1 nautical mile west of Towers (Albq, NM) 5,400 ft.
I have seen it above 80* in Albq, while snow occuring at Towers.

When I lived in Montpelier, Idaho I saw it snow and freeze every month one year.
It is not unusual for it to snow every month in Yellowstone National Park in Wyoming any month of the year.
So the answer to your quewstin is a definite "Yes".
