Skin under the eye is very thin. When blood passes through the large veins close to the surface of the skin it can produce a bluish tint. The more transparent your skin the darker the circles appear. try getting some "beauty sleep." this may help with the bags around your eyes. if it doesn't, get some concealer and dot it underneath your eyes and smooth it evenly. then finish it off with powder.
