Ten years ago I had the same dilemna. I thought I could rent a tractor for the test just like a car. No, it is not like that. You will not be able to rent a tractor/trailer. I was lucky because I went through a CDL testing service in WI and could use the guys truck and trailer for an additional $75. I was lucky in this regard. You normally have to go through the company who is employing you or training you. It is kind of a racket because you either have to pay big money for training or sign a contract with a carrier for "free" training. If you are serious about it, get your foot in the door at some local company and work on it that way. The other option is start driving a straight truck(non CDL) and if you are a valuable employee then they will want to retain you and you could work to get the class A (semi) or class B endorsement(straight tk). Where there is a will there is a way. I was lucky with it, hope you are too.

For e.g an 18 wheeler in china isnt going to be much good to you in england!

nobody will rent you a 18wheeler if you don't have a license, you need to go to truck driving school !!!
