The Bank of England doesn't have a safe, it is just a financial organization, not a bank in the traditional sense. It just runs all the banks in England, similar to The Federal Reserve in the U.S.

No one person knows all of it bcause most Bank safes are dual control, so it takes two sets of combinations to be entered to open them.
They are normally refered to as Top & Bottom, or Left & right combinations.
Also as most of the posts below seem to nothing about a high security safe combination they are more likely to be as follows: 5R42-4L26-3R71-2L05-R37 ie you have to complete multiple turns between each key number not just one!
