As far as under your arm, as soon as the hair start affecting your body odor or in the summer time. Anything else can be shaved whenever.

I started at age 14, but just my underarms....wasn't till later on that i started shaving my legs cause my hair was light and you couldn't notice it and it wasm't that long.....

When they feel the need to get rid of the unwanted hair.
But imho, girls should never shave but wax anyway.

12-14 i started @ 12 but 14 is the latest if you don't @ 14 that is just gross
