Basically means that you start off at the bottom of the pay scale for that position because you lack experience, even if you have a college degree in that field. Here's an example: I'm a paralegal specialist with U.S. Customs. My colleagues came in entry-level because they had paralegal certificates but no experience. I came in one level higher because I had no certificate but I had over nine years of experience with the Air Force. Does that help explain?
