Entry level is at the lowest position for that job in that company. From there you can climb the ladder to a higher position with more responsibilities and salary. Education or experience do not always play a part in this matter. Different companies have different rules for hiring.

Basically means that you start off at the bottom of the pay scale for that position because you lack experience, even if you have a college degree in that field. Here's an example: I'm a paralegal specialist with U.S. Customs. My colleagues came in entry-level because they had paralegal certificates but no experience. I came in one level higher because I had no certificate but I had over nine years of experience with the Air Force. Does that help explain?
