some fabrics don't like the chemicals & dry cleaning just isn't sufficient to clean them. First get rid of the paint stains, THEN wash the shirt.

No, it is not just a recommendation. Certain wool sweaters have different fibers or were gotten differently. If you were to wash it, most likely the sweater would shrink and the wool would become of lesser quality. If you choose to get it though, although you hate dry cleaners, I recommend it. Brooks Brothers sweaters are very high quality and worth it. Plus, if you don't get your sweater dirty you do not have to dry clean after every use.

Certain clothes say to not dry clean them because of the harsh chemicals dry cleaning uses. (Plus, why would you want to pay somebody to wash your clothing?)

Yes, it is the fabric, and the chemicals.
Dry cleaning uses chemical solvents which make some fabrics, synthetic fabrics deteriorate.
You should take the shirt to your dry cleaner and ask them what they'd suggest you use in order to get the paint out.
