Pop-ups come from 2 sources.
1. They are generated by malware software which is installed on your own computer usually without your knowledge or consent. Removing from your computer all: spyware, adware, trojan horses, and virus' will usually take care of these type.
2. Some are generated by websites that you visit. Basically just a form of very annoying advertising. These are the type that popup blockers such as Yahoo's toolbar or Windows XP Blocker are most effective againest.
Just a couple or so short years ago... most people used a firewall and an anti-virus and they were cool. In todays internet one needs to add an ad/spyware solution or 3! And a anti trojan helps too.
Here's some to get you started:
1. Scan for virus and remove (free online scan) with BitDefender
http://www.bitdefender.com/site/home/
2. Scan for trojans and remove (free online scan) with Ewido
http://www.ewido.net/en/
3. Scan for ad/spyware and remove (free download) with Spybot Search & Destroy

Probably the easiest way to deal with them is to use either Firefox or Opera as your Internet browser as they have built in pop-up blockers. The other option would be to install either the yahoo or google toolbar for MS Internet Explorer.

Well, the best solution that I can tell you about it the firefox browser, or Opera 9 browser. Fortunately, both of them are free and you can download them from the respective site. Both of these browsers are included with pop-up blockers and spyware solutions. Also if you don't feel like to use anyof them, and want to use Internet Explorer then you can use google toolbar, it would stop a lot pop-ups. My personal choice would be Opera 9.
You can download Opera from here, http://www.opera.com/download/get.pl
And you can download firefox from here, http://www.mozilla.com/firefox/

pop ups are annoying and they are so simple to stop, pop ups are caused by ad-ware which is basically advertising that has crept its way on to your p.c
so first lets sort out your pop ups,...go to http://uk.toolbar.yahoo.com/,and download the appropriate version of the yahoo toolbar, this has a very good pop-up-blocker and also has a built in anti-spy,which is very good at cleaning tracking cookies
next you need to make sure you have service pack 2 installed,to find this out right click my computer and in the system properties box you should see your version of windows xp ,if it says service pack 1 or just windows xp you need to install service pack 2,you can get this from http://www.microsoft.com/windowsxp/sp2/default.mspx,this has a pop up blocker in it and also a firewall as well as many other improvements to windows xp
you should also download and install these two anti-spyware programs (1) spybot...http://www.safer-networking.org/ and (2) lavasoft adaware pro......http://www.lavasoftusa.com/software/adaware/.
using these 2 programs together will keep your p.c clean and protected from spyware, just remember to update them at least once a week to keep up with the latest defenitions
with reference to shopping on-line,allways make sure that the pages you shop on have a ssl(secure socket layer)padlock in the bottom right corner of your screen, this means that any information you enter is encrypted so that no hackers can steal your private information, the ssl should be at least 128bit
if you have any queries or feel worried about shopping on line and need expert advice please contact me
take care and good luck

Download the program located here http://www.download.com/3001-8022_4-10401314.html
run this everytime before you enter credit card details and it will clean out anything that could spy on you.
It won't stop popups though.
fior that you could try using firefox instead of internet explorer, you can get it here http://www.mozilla.com/firefox/ you hardly get any popups when using this and it is very similar to IE, actaully a lot better if you ask me.
