it really depends on the apt. very few places require first and last out here. if someone could come up with that kind of scratch they might as well put a deposit on a house. most apts. will require a security deposit, cleaning fee, first month's rent and sometimes a credit check fee. if you shop around apts. are always offering deals. they often waive or discount the first month's rent. some will waive the security deposit for various reasons. and many waive the credit check fee. the only one you usually can't get out of is the cleaning fee.
