What a good question! smile. Anyway, down to business...
I don't think of itching or scratching, until an itch comes, I then
scratch the itch.
However, if it is a mosquito bite, or even worse, an ant bite, it would be wise NOT to succumb to scratch the itch, as it is then a case of itch a scratch.
it's pretty similar to the chicken and egg. Sometimes the itch leads to scratching which worsens the itching later on, which leads to even more scratching...
Errr, i'd better stop now, I'm starting to itch...

I usually scratch an itch. I have also scratched scratches. I do not believe it possible to will an itch into a scratch
