I accidently sent something to someone who I blocked and I didn't want this person to get the message.

I think your mail will still be delivered but if that person replies, you won't get that email as you've blocked incoming mail from that user

Yes, because you blocked anything from the sender's email address coming to YOU, not the other way round.

if you mean blocked on yahoo messenger, then yes, email will still be sent to that person.
this is because to all intents and purposes, your messenger id's and your email account are seperate.
