If you mean a software upgrade to Pixel Shader 3.0 support then all you need to do is install the latest version of Microsoft DirectX 9.0c. If you mean to upgrade the hardware then Pixel Shader 3.0 is the latest hardware revision. Link provide to a technical review of 3.0 VS 2.0 hardware.

It's a built in feature of your graphic board or chip you would have to upgrade your video card to upgrade your pixel shading.
