I am not familiar with T/T, but FOB means freight on board. In other words, you pay the freight.

will try to answer your questions:-

T/T stands for full payment in advance
T/T means telegraphic transfer, or simply wire transfer. It's the simplest and easiest payment method to use.

FOB (Free On Board) (...Named Port of Shipment):
An International Term of Sale that means the seller fulfills his or her obligation to deliver when the goods have passed over the ship's rail at the named port of shipment. This means that the buyer has to bear all costs and risks to loss of or damage to the goods from that point. The FOB term requires the seller to clear the goods for export.

FCL
Abbreviation for "Full Container Load." In your case (1x20FCL) means there are 20 tanks in one container. So your minimum order would be 20 tanks.

FOB means free on board, and it means that they put the product on board of the cargo ship in their port or whatever the transportation means is, and you take it from there, so you are responsible for bringing it over to your port and all the costs associated with that until it gets to you (so you pay for transportation, insurance, among other things).
I don't know about T/T, sorry.
