The ear is errogenous zone. Wetting and gently blowing in the ear heightens the sexual feelings. Hence someone that is blowing in your ear is hoping that the pleasure will lead to sex.

He's trying to be sexy. But the fact is there is nothing sexy about ears so I don't really see the point and it annoys the hell out of me when the guys who sit behind me in class blow in my ear becasue their stupid and make the mistake of spitting while blowing which everyone knows is rude.
