You can't. The air conditioning lobby convinced Congress to regulate the sale of Freon in the United States. You have to have a license to buy it.
Given that you are talking about a window AC unit, you may be better off buying a new one. Most window units are not made to repair. Yours may not even have the connections to charge Freon into the system.
Call an AC repairman and ask for a ball park estimate. Then compare that to the cost of a new unit.

it can be done but you will probably need a pro to do it.
a line will have to be cut and some fittings will need to be installed so that the freon can be installed and gauged. but with the cost of units today you may be able to buy a new one for the same price unless you know someone in the hvac field

This is a job for a Heating and Ventilation (HVAC) company. Freon types vary and the professionals will know which one is correct for your unit.

By the time you add your own access fittings and fix it or pay someone to fix it, you could have bought 3 new ones.
Toss it.

I don't think you can - safely. Buy a new one - especially now when they're all on sale.
