The military had plans for invading Iraq since Gulf War One. Especially as Saddam used weapons of mass destruction on his own people.

Since everyone assumed he had WMD the military always had plans drawn up for entering Iraq if he ever used them on Israel. The Joint Chiefs under Clinton always asumed they would be going back in.

As part of our pledge to defend Israel there are plans for several mid-east scenarios.

Bush wouldn't have invaded Iraq but for 9-11. Wouldn't have been enough support. After 9-11, half the US public would have supported invading Iceland.

For about 8 years, once the older Bush didn't complete the first gulf war the little generals knew that when the next republican entered office it would be time to execute the invasion.

well first the government had to disguise the F-15s to make them look like passenger planes so they could fly into the pentagon and the world trade center. right after that the invasion was next on the agenda.
