It's all in the definition of the word I guess. So if we say a terrorist is someone who blows things up, kills a lot of civilians, is a religious fanatic, operates outside of the accepted rules of warware, is not above kidnapping and torturing, and seeks to instill fear in a population in order to attain a level of control - then I guess that pretty much describes George Bush.
